Abstract
Government discourse increasingly accentuates devolution and local autonomy, using constitutional language. This paper aims to take the debate forward by examining the prospects for constitutional entrenchment of English local government within the existing uncodified constitutional framework. Encompassing both strategic and principal authorities within the term “local government”, it assesses what entrenchment could mean in the absence of a codified constitution, what obstacles stand in its way, and how constitutional weight could accumulate over time.
